Position Overview

The Illinois Lottery is seeking to hire a GAAP Coordinator. This position in the Finance Division directs and oversees financial reporting, and general accounting, as well as the annual GAAP reporting process required by the Illinois Office of the Comptroller. The successful candidate will have extensive knowledge of GAAP financial reporting, and experience working with internal and external auditors. Essential Functions

• As the GAAP Coordinator, directs, supervises, and reviews the preparation of monthly reconciliations and journal entries from sales journals and other support files to post into the General Ledger in preparation of monthly, quarterly, and annual financial statements.
• Monitors and ensures the completion and timely submission of Comptroller SCO forms and quarterly reporting.
• Serves as full line supervisor.
• Develops and implements changes in GAAP reporting requirements and internal and external audit finding recommendations relative to financial reporting.
• Based on current and past sales history, on a regularly scheduled basis, determines the grand prize for Lotto, Powerball and Mega Millions games drawings.
• Assists the Finance Manager in the compliance of the Private Management.
• Assists in developing and implementing accounting policy, systems and procedures as required by the introduction of new Lottery products and prize structures and as required by changes in systems and/or statutes.
• Serves as a liaison with outside agencies, Office of the Auditor General, Fiscal and Economic Commission and Attorney General’s Office in the placement of accounts, expenditures, and litigation.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires bachelor's degree in accounting, business or economics including 30 hours of progressive accounting coursework.
• Requires five (5) years of experience conducting audits in accordance with Government Auditing Standards and/or preparing financial statements in accordance with Generally Accepted Accounting Principles.

Preferred Qualifications

• Prefers applicant to be registered or licensed as a Certified Public Accountant (CPA).
• Prefers four (4) years of experience utilizing generally accepted accounting principles as well as laws, rules and regulations relating to state and non-state accounting systems and procedures.
• Prefers four (4) years of experience maintaining and/or auditing accounting records and preparing and analyzing financial statements.
• Prefers two (2) years of experience supervising professional staff.
• Prefers four (4) years of experience developing, implementing, and interpreting departmental policies and procedures.
• Prefers four (4) years of experience analyzing administrative programs and developing and implementing an effective course of action.
• Prefers four (4) years of experience utilizing statistics and economics as they relate to department financial operations.
• Prefers four (4) years of experience interacting with and communicating in oral and written form with internal and external stakeholders.
• Prefers two (2) years of experience with Statewide Accounting Management Systems (SAMS) and ERP accounting system.
• Prefers experience utilizing Microsoft Office products and accounting system software at an intermediate level.
